ILOILO CITY–Barangays in the city of Iloilo cannot yet act on President Rodrigo Duterte’s recent directive to apprehend, detain for nine hours, and subject to questioning all those caught not wearing their face masks properly in public places without clear-cut guidelines from authorities.
This was the statement of Liga ng Mga Barangay Vice-President and Calumpang, Molo Punong Barangay Roberto Niño recently, saying that like most of the other local governments in the country, they are still awaiting specific guidelines from the Department of the Interior and Local Government (DILG) on the matter.
“Kita sa barangay, bilang mga soldado sang aton national government sa ila nga mga programa, mahulat na gid lang kita sang ila nga mandu paagi sa black-and-white nga guidelines. Indi man kita maka-ubra sang nahambal sang aton president kun wala kita sang may gina-uyatan nga papel kag guidelines. So, let’s wait and see kun ano ang ipaguwa nga guidelines sang aton DILG [We at the barangay level, as foot soldiers of the national government in the implementation of their programs, we will just wait for their directives via black-and-white guidelines from them. We cannot just enforce what the president said without the necessary papers and guidelines. So, let’s wait and see what guidelines the DILG will come up with],” said the Liga vice-prexy.
When asked how the barangays are doing in the implementation of the face mask ordinance in the city, Niño admitted their biggest challenge is the hard-headed individuals who violate the rules made for their own protection.
“May yara man gihapon sang mga dungol, sang mga naga-violate sang sini nga ginapatuman nga ordinance sang aton nga siyudad, most especially ang pag-obserbar sang pagsul-ob sang face mask [There are still stubborn individuals who violate the ordinances being implemented by the city, most especially the wearing of face masks in public places],” he averred.
The Liga official said some residents play a cat-and-mouse game with roving barangay tanods and volunteers and wear their masks only when the tanods are passing by.
“Ang pandemya sobra na isa ka tuig (kag) nakahibalo na ang aton mga pumuluyo nga mandatory ang pagsul-ob sang face mask kag ang pagbutang face shields. May kakulang gihapon sang disiplina kay abi sang aton iban nga pumuluyo ini nga COVID-19 wala naga-egsister. Pero tandaaan naton, ang pungsod India nagsuprer sang pagtaas sang ila COVID-19 patients kag madamo ang nagkalamatay because ang ila pag-obserbar sang minimum health protocols ginhalugan nila [The pandemic is already more than a year (and) our people already know that the wearing of face masks and face shields is mandatory. But there is a lack in discipline among the people because there are those who believe that this COVID-19 doesn’t exist. But let us remember, India suffered an uncontrollable rise in COVID-19 patients with many dying because they relaxed the observance of their minimum health protocols],” Niño quipped.
