NegOcc Capitol engineer dismissed

BACOLOD–An engineer of the Provincial Engineers Office has been ordered dismissed from service by Gov. Eugenio Jose Lacson after he was found guilty of administrative offenses of grave misconduct, vicious habits, disgraceful and immoral conduct, and conduct prejudicial to the best interest of the service.

Lacson approved the dismissal of Engr. Noel Barredo from the service effective immediately. As a consequence, Barredo is barred from entering or approaching the vicinity of offices under the provincial government.

In an investigation report and notice of termination submitted by Atty. Alberto Nellas Jr., it was learned that the Office of the Provincial Administrator received an endorsement from the Provincial Human Resources Management Office of several complaints against Barredo for action, including:

-The incident report submitted by security guards alleging that Barredo, while under the influence of alcohol, disturbed joggers and Zumba dancers, violated health protocols, and urinated inside the Capitol Lagoon Park;

-A report received by the Provincial Human Resource Management Office from a complainant who Barredo allegedly harassed at the Lion‘s Park restaurant;

-The police blotter from the EB Magalona Police Station and the Incident Report submitted by the staff nurse of the EB Magalona Healing Center pertaining to the incident that occurred on the night of September 19, 2021, when Barredo allegedly forced his way into the facility premises “without mask, no permission, and under the influence of alcohol”, and

-The Incident Report submitted by Engr. Sanny Balinas of the Provincial Engineering Office-Motorpool Division relative to the incident that happened last August 25, 2021, when, under the influence of alcohol, Barredo exhibited violent behavior toward the personnel present at the Motorpool compound.

In the notice of termination, Nellas said Barredo’s “past and current actions have…gone past reason and …a danger to…peers and society.”
